Co-Creation Process & Consultations

To facilitate improved stakeholder participation in the development of Albania’s 2020-2022 OGP Action Plan a framework was developed to enable a broader scope of opportunities for civil society organizations and stakeholders to propose their own ideas for government reform as well as to discuss, refine and elaborate on government proposed reforms.

Pre-Consultation Surveys

At the beginning of the development process the leading institution for each of the four components  designed and implemented  a online pre-consultation survey to identify citizens’ main issues regarding that areas of policy focus, identify the priorities of stakeholders and the areas to improve stakeholder  engagement ahead of the consultation period.

Consultations

Thematic Stakeholder Consultations
Fourteen stakeholder consultations were carried out in September and October 2020 to collaborate with civil society towards the development of OGP commitments. Consultations were lead by the lead focal point institutions (LFPs) of each of the components. To promote the active involvement of stakeholders with an interest in the policy areas of focus the LFPs utilized the list of registered civil society organizations (CSOs) compiled by the Agency for Support of Civil Society in order to identify and contact all CSOs whose focus is either directly or indirectly related to their policy area of focus.

To encourage informed participation the focal point of the point of contact institution (POC) coordinated with the LFP to conduct thematic stakeholder consultations with brief informative presentations to facilitate stakeholder dialogue and contribution. In these the LFPs explained the relevant details of their agency’s work and suggested reform ideas and recommendations for the action plan and in most consultations the POC would also present in order to outline the concept of OGP, outline Albania’s approach, present relevant examples from other countries and the ways in which stakeholders can contribute.

Public Online Consultation
The draft of the 2020-2022 Action Plan was published on Albania’s Electronic Register for Notices and Public Consultations and made available for public comment and feedback.

Consultation with the National Council for Civil Society
On 26 November 2020 the draft action plan was presented to Albania’s National Council for Civil Society. Representatives from civil society were invited to contribute their feedback and recommendations on the draft action plan and its commitments. Participants were then invited to provide additional feedback and recommendations and were given the opportunity to do so until 6 December 2020 so that their contributions could be incorporated into the final action  plan.
